let us start it with CIF offer, buyer need to issue DLC or SBLC before POP and dip test, it costs the buyer, who will pay LC fee to bank, it is not free.

say SGS, buyer need to pay SGS cost, it is not free.

say TTT deal, buyer may need to endorse UDTA, it may cost to buyer, pay fee to his tank farm, as this endorsement confirm buyer tank is available for the deal, so it is not free.

If you do it TTO, it probably require tank extension, it pays to tank farm, the buyer has no tank available or TSA, so buyer needs to take it TTO, it is not free.

We would say this, there is no upfront payment to seller, but we cant confirm the procedure is absolute free to get POP or dip test, because any fee it make sense and reasonable, it needs to pay, then buyer should pay it.
